The Commercial Street Community Improvement District (CID) was established by petition, approved by City Council, in 2009 and renewed for 15 years in 2019.
The CID operates with funds generated from a special imposed sales tax on retail sales within the District. The funds generated from the sales tax are used to fund public improvement projects, provide services that benefit the district, support special events, provide landscaping, maintain public spaces, to market and promote the district, etc.
The Board of Directors is governed by the Petition and Bylaws, as written by the Board of Directors. The CID is a nonprofit political subdivision of the State of Missouri, governed by CID Statutes.
Mission Statement: The Historic C-Street CID is tasked with fostering a thriving business, entertainment, and residential community alive with culture, heritage, and creativity.

The CID Board of Directors meeting takes place on the second Thursday of each month at 10:00 AM – 11:00 AM at the Victory Mission Administrative Building (1715 N Boonville).

CID Standing Committees
General Maintenance Committee Minutes
The General Maintenance Committee will meet on the first Monday of every month at 1:00 pm at the Commercial Club Building (299 E Commercial St).
The Advertising Committee will meet on the third Tuesday every month at 1:00 pm at the Commercial Club Building (299 E Commercial St).
Visitor Experience (Formerly Decorating) Committee Minutes
The Visitor Experience Committee will meet each fourth Tuesday of the month at 1:00 pm. (Location TBA)
CID Special Committees
The Budget Committee will meet intermittently to discuss the district’s budget.
The Sales Tax Increase Committee will meet intermittently to discuss the feasibility of pursuing a sales tax increase in the District.
Ad Hoc Committees are temporary committees established to resolve specific issues.
